If this is considered normal, I notice that the MCP2200's RST pin is held high by a pull up resistor connected to the PSU's V+. I'm assuming this is a side effect of powering the MCP2200 from the board instead of the usb port and not shoddy soldering on my part, but I'm less than 100% positive on that one. If the USB is unplugged after that and plugged back in you have to power cycle the board, wait for the caps to discharge, and plug it back in. It seems the MCP2200 will only enumerate once with the host system. I recently switched over to gen7 1.5, and it's been going pretty well except for one small annoyance.
